The Dubai Ruler's Court (Royal Diwan) is the personal and administrative office of the emirate's ruler, coordinating day-to-day state governance and the implementation of decrees. It is a high-level authority and does not deal with routine matters such as business licensing or visa renewal — there are dedicated departments for that. People turn to the Diwan on exceptional matters: petitions for clemency, appeals on complex land disputes, exceptions to general rules, and high-level civil cases that require a decision at the ruler's level. In essence, it is a channel for a resident to appeal directly to the ruler in situations that cannot be resolved through the ordinary process.

Appeals (petitions) are submitted through the established procedure, including via special petition services; protocol and general matters are handled by the Protocol Department at the Diwan. The office is located in the Bur Dubai area, near the historic centre of the emirate. Before applying, it makes sense to prepare in advance a clear statement of the essence of the matter and supporting documents (Emirates ID, passport, court or other papers), and to clarify the current intake procedure. Since these are exceptional cases, for most everyday matters you should first go through the standard instances — the courts, the prosecution or the relevant departments.
