Roads & Transport Authority HQ
The Roads and Transport Authority of Dubai (RTA) is responsible for the metro, buses, taxis and driving licences, and also arranges vehicle registration and Nol travel cards.
More
RTA (Roads and Transport Authority) manages all of Dubai's transport: the metro, tram, buses, water transport, taxis, roads, parking, as well as driver licensing and vehicle registration. People turn to RTA to issue or renew a driving licence, register and pass the inspection of a vehicle, transfer a car or plate, top up or arrange a Nol card for travel on public transport, manage a Salik road-toll account and pay for parking. It is a key institution both for tourists (the Nol card for the metro and buses) and for car owners.
Over 40 services are available online through the RTA Dubai app and the rta.ae portal: licence renewal, renewal and transfer of vehicle registration, booking an inspection, buying and managing plates, topping up Salik and the parking account, checking and paying fines. The Nol card can be checked and topped up directly in the app, and planning routes is convenient in the S'hail app. Many actions no longer require a visit to a service centre; for online operations you usually need an Emirates ID and the vehicle's details (Mulkiya). RTA's head office is located in the Umm Ramool (Rashidiya) area, where a 24-hour service centre also operates.
Working hours and services may change — check the official website or call the institution.

Frequently asked questions
How do I renew a driving license?+
A driving license is renewed online via the RTA Dubai app or the rta.ae site without visiting a center. Prepare your Emirates ID and, if needed, a current eye test; you can receive the license digitally and have the plastic card delivered by courier.
How do I register or renew a vehicle?+
Registration and renewal (Mulkiya) can be done in the RTA Dubai app; you receive a digital registration card, and the original comes by mail. Valid insurance, paid Salik and traffic fines are required, as well as inspection if required by the vehicle's age.
How do I issue and top up a Nol card?+
A Nol card can be managed from the RTA Dubai app: you can check the balance and top up via NFC, and also issue, renew or replace a personal card with delivery by courier. The balance can also be topped up at machines and counters in metro stations.
